Suggestion
Excluding so many building types may result in a gradual decrease in allowable height rather than averaging the actual and existing streetscape which would overall have a negative effect on housing and development in the historic districts.

Adding two feet to the average is fairly minimal and prioritizes lower heights and lower densities as opposed to allowing a more gradual increase in height. If Santa Fe wants more housing and gentle development, changing this could allow that to happen in the historic districts.
